All the crooked judges and idiot filings dampened his abilities. By dismissing the case against Rump, Rump can't set it aside or kill it. Plus there's a lot more to the Justice Department that couldn't be let go to have the whole joint focus on the Rump crime family - yet hundreds of insurrectionist and navigating all these cases was a tremendous undertaking. And releasing most of the report after having a Judge (crooked) say no is not cowardice to me. It would hurt the case (that will be filed afresh later) to let out the reports and evidence involving the case, not to mention giving Rump a heads up on what evidence to destroy and what witnesses to harass. Hey, I'm disgusted too - but not at Garland.
